What does it take to deliver the UK’s infrastructure ambitions in London?

That’s the question we explored with industry leaders, policymakers and practitioners at LCCI’s roundtable discussion hosted by Menzies LLP.

With the government’s new strategies setting a broad agenda, the session focused on how these interventions translate into tangible outcomes for property and construction businesses operating in the capital — and what barriers still stand in the way.

Among the key points raised:

  • Large-scale infrastructure projects can outlive political cycles, but only if planned with long-term delivery and community buy-in.
  • London’s planning environment remains fragmented, with inconsistent approaches across boroughs often resulting in delays, risks, and misalignment.
  • Skills shortages are compounded by bottlenecks in training provision, particularly in specialist roles.
  • The City of London is leading the way on commercial retrofit, yet heritage and compliance constraints continue to challenge delivery.
  • Retrofit is no longer optional — but viable delivery remains complex. Upfront costs, unclear regulations, and split incentives continue to slow down business investment.
