LCCI's response on Housing Secretary Angela Rayner's planning reforms

Monday 17 August 2026

Karim Fatehi OBE, CEO of the London Chamber of Commerce and Industry, said: "We welcome the Government’s ambition to speed up planning and build more homes, including the introduction of a "default yes" approach to developments within walking distance of train, tram and tube stations. This is a positive step towards addressing London’s housing pressures using existing land that is viable for development and already well-connected, while supporting the growth of communities beyond the capital.

The housing development that has followed the creation of the Elizabeth line, for example, demonstrates the wider economic benefits that can come from bringing transport investment, planning and development together. Better connectivity has unlocked new homes, attracted investment and supported job creation, while enabling people across a wider area to access the opportunities and jobs that London offers.

The next priority must be delivery. Faster planning needs to translate into homes being built, and that growth must be matched by investment in the wider infrastructure businesses and communities rely on, such as the extension of the Bakerloo line and DLR to Thamesmead. Delivering these projects would unlock tens of thousands of new homes in areas of London not currently connected to a transport link, development which would be transformative for our economy. Getting this right will help create the conditions for businesses to invest, grow and create jobs, while ensuring that the benefits of new development are felt across London and the wider UK."
