Levelling Up London: New Research To Address Inequalities In London Boroughs

Wednesday, 19 April 2023

The London Chamber for Commerce and Industry (LCCI) and Centre for London have partnered to develop a spatial economic analysis for London’s 32 boroughs that would address the geographic inequalities of London.

The research looks at the economic characteristics of every London borough (except the City of London) in-detail. This aligns with the Government’s ‘Levelling Up’ plan to ensure equitable distribution of opportunities across the UK.

Spatial disparity within London has been on the agenda of the Government and the Mayor of London. However, thin research exists on the economic diversity of London and opportunities available for business growth. The joint report intends to address this gap by focusing on specific aspects of every borough such as output and productivity, employment, population characteristics and distribution of earnings among employees.

It will highlight trends and comparisons with London and sub-regional averages. The result will be a comparable summary of each borough, along with a description of hot and cold spots across London for different metrics.

Richard Burge, Chief Executive of the London Chamber of Commerce and Industry, said:

The economic spatial analysis of London’s 32 boroughs is a crucial research which puts levelling up at the heart of London’s development. London, though the economic powerhouse of the UK also suffers from unequal distribution of opportunities.

"Past studies have often compared London’s development with the rest of the country but there is skeleton data on entrenched spatial inequalities within London.

"The report’s in-depth research on key economic metrics will help determine local factors that support or inhibit the growth of certain London boroughs. This analysis is central to creating more opportunities for all areas of London to benefit from the impact of the capital’s Central Activity Zone”.

Oriane Nermond, Research Manager at Centre for London, said:

“London is a successful city but it faces a lot of challenges – a higher proportion of people live in poverty than in the rest of England. But behind that fact, there’s a lot we don’t know about inequalities within London.

"As London’s think tank, we’re delighted to be partnering with the LCCI to explore economies and opportunities at a local level across London.

We hope our research can be an important part of the debate about creating opportunity for all and building strategies for growth which work for each area of London.”

The research will be a combination of quantitative and qualitative analysis to describe each borough’s economy- its strengths, challenges, and opportunities. The output will identify headline statistics for each borough, dive into local economic trends and identify opportunities for future growth for key sectors.

Notes to Editors:

  • The final report is expected to be published in Autumn 2023.
