Budget 2026 – LCCI’s key policy asks for driving UK-wide growth

On Thursday 10 September, LCCI publishes its Budget 2026 submission to the Treasury, with our key policy asks for driving UK-wide growth. Driven by our four Choose LDN. policy pillars, implementing these policy asks should be treated as targeted investments to achieve high-skill job creation and prosperity across the country.

Make London the most attractive global city to do business in

Reverse the 2025 increase in employer National Insurance contributions; deliver business rates reform; abolish Sunday trading laws; restore VAT-free shopping. 

Win the global investment competition

Designate King's Cross as an AI Investment Zone; support airport expansion at Heathrow, Gatwick and Luton; secure a pragmatic new deal with the EU; extend R&D tax relief regime to support AI adoption; establish a five-year Listing Holiday. 

Get London building

Lay Crossrail 2 legislation by the end of 2027; make land value capture the default funding model for new infrastructure; reduce the cost of the planning system; go further to unlock ‘grey belt’ sites for development; establish London Prosperity Zones to unlock building and regeneration.  

Repair the social contract

Remove employer NICs for hiring a young person who has been NEET; give young people who have been NEET 6 months of free travel when they secure a job or apprenticeship; enable banks and building societies to offer a London Mortgage at 6x income; give first-time buyers flexibility to divert tax-free pension contributions towards a house deposit; require lenders and credit agencies to recognise rental payment history during mortgage applications.
