Digital Carnets: Successes to Date and Key Changes Ahead
We are pleased to share the latest update on the Digital Carnet project, including new countries joining, app updates and a new Carnet Transaction Certificate.
Firstly a look back at the success so far. Since the launch in June 2026, Digital Carnet usage has increased significantly, reflecting growing confidence from both carnet holders and customs authorities. As of Friday 18 September 2026, more than 16,700 Digital Carnet transactions have been completed across participating territories for LCCI issued ATA Carnets, demonstrating significant growth in adoption.
LCCI Transaction volumes have increased from 6,376 in July to 16,727 in mid-September, representing an increase of more than 160%. LCCI has seen almost 10,000 Digital Carnet transactions from UK Customs for carnets we've issued, while France has processed more than 4,600 transactions. Strong uptake has also been recorded across Ireland, Spain, Switzerland, the Netherlands, Germany and Italy, highlighting the growing use and confidence of Digital Carnets globally.
Countries Joining the Digital Carnet Scheme
Exciting news! The UAE is expected to join the digital carnet scheme on Monday 9 November 2026, followed by Moldova in January 2027 and Serbia in February 2027.
Key Change to Paper Backup Carnets - Monday 9 November 2026
Following the success of the Digital Carnet scheme and the consistent acceptance of Digital Carnets by participating customs authorities, London Chamber of Commerce and Industry (LCCI) will no longer issue any paper backup carnets for digital-only countries from Monday 9 November 2026. We can continue to provide a paper backup carnet alongside the Digital Carnet until 9 November. It remains your decision whether to use the paper carnet or rely solely on the Digital Carnet process.
Please note: any paper carnet issued must still be returned to LCCI after your trip, even if it has not been used, so that we can complete the formal discharge process.
Supporting Document Uploads - Expected October 2026
The ACD Digital Carnet App is expected to allow users to upload supporting documents directly against Digital Carnet declarations, including:
- GMRs
- Powers of Attorney
- Letters of Authorisation
- Any other relevant documentation relating to the carnet's journey
Voucher Sharing Audit Trail - Expected October 2026
Users will be able to view an audit trail showing when Digital Carnet vouchers have been shared and with whom, providing greater visibility and control over QR code distribution.
Carnet Transaction Certification - Expected November 2026
A new Carnet Transaction Certificate will be introduced as proof of a Digital Carnet transaction for Paper Countries claims. This will replace the current Certificate of Location process if a digital transaction proves that the goods were re-exported from the country of temporary admission and/or returned to the UK. The great news about this development is that it can be generated without the need for a physical inspection by the National Carnet Unit (NCU). Please note that it will still be generated by the NCU. Further details will be provided closer to launch.
