Digital Carnets

The UK, European Union, Norway and Switzerland will be the first to launch digital ATA Carnets (e-carnets) on Monday 1 June 2026. The remaining countries are expected to complete their transition by Friday 31 December 2027.

Used in more than 80 countries, an ATA Carnet helps businesses move goods across borders temporarily, duty-free and tax-free. With an ATA Carnet, exhibitors, salespeople, artists, athletes, TV crews, technicians, event participants and business travellers may travel through customs without paying import duties or taxes at each customs border office. Digitalisation of the international customs document and their lifecycle management process will make temporary exports to other countries easier, safer and smarter for the ATA Carnet Holder.

From June, e-carnets will be accessible on mobile devices. With the ATA Carnet app, the ATA Carnet Holder can download and store the carnet on their smartphone with all its details, to make the necessary declarations when crossing customs and to obtain real-time transaction confirmation. ATA Carnet Holders can download the app on:

Key Dates for LCCI Carnet Holders

  • Monday 1 June 2026: “Soft Launch” of digital Carnets. LCCI will issue both a paper and a digital Carnet for each application. From this date LCCI encourages all Carnet Holders to present the digital Carnet if travelling to a digital country as the paper carnet has been issued only to support if your digital is unable to be processed for any reason. The type of Carnet to present to each Customs is displayed on the front cover of the ATA Carnet. Click here to view.
  • August 2026: Border Force are expected to have scanners at the Border to process digital Carnets.
  • TBC in 2026: At some point later in 2026, Digital Carnet countries going live in phase one will only accept digital Carnets to be presented at Customs, paper Carnets will no longer be accepted. LCCI will confirm dates when available.
  • Thursday 31 December 2027: This is the last date that a paper Carnet can be issued. All countries within the ATA Carnet scheme must adopt digital Carnets by Friday 1 January 2028.
