Opportunity to be involved in a digital Carnet trial


We are excited to announce that United Kingdom will shortly begin the international digital Carnet trial. Endorsed by the World Customs Organization (WCO) and backed by more than fifteen countries, including European Union, the Mercury II pilot project is designed to test a real-time ATA Carnet lifecycle management system proposed by the World Chambers Federation (WCF) of the International Chamber of Commerce (ICC) as a replacement of the current paper document.

Digitalising ATA Carnet procedures will make transactions and travel easier and more efficient for businesses and customs administrations worldwide. Furthermore, businesses will have a real time knowledge of where their goods are as all the border crossings will be recorded digitally.

The pilot will involve presenting both the paper and digital Carnet in tandem to UK and participating foreign Customs (UK trial will initially involve London Heathrow Airport and will then gradually expand to other airports and roro ports around the country).

London Chamber of Commerce and Industry (LCCI) are looking for experienced Carnet users whose forthcoming travels will involve London Heathrow Airport and any of the following destinations (from December 2021 onwards):
